Add pause functionality to number cruncher

The number cruncher consumes an enormous amount of energy. While it might be possible to maintain the load for the folktails by using wind energy, the iron teeth only rely on engines during a drought which makes it very hard to provide enough energy.

When a drought starts, I generally disable some lower priority buildings. However this functionality is missing on the number cruncher.
