Water wheels sync

As an idea, if water physics is independent of wheel animation, then wheel speed can be set to the network average. As far as my understanding goes, power networks are already a thing in the game code, so it should not be terribly difficult to implement.

Also, the wheels and the power shafts turn in opposite directions sometimes. Btw, an amazing game, very good job on esthetics and mechanics, just these details to get polished.
