"District distribution limits" possible improvement

This may already be a thing, and I'm just totally missing how to do it:

When using "District Distribution Limits" on the receiving end, it seems to apply more to the drop point than the actual district. If I only want 30 planks sitting in one district, how do I prevent my boys from moving it to my storage constantly, to look back 2 days later and see I have 4,000 planks in the district with a 30 plank limit.

liking this because district distribution limits are very confusing and I'm still not completely how they work even after reading the help text for them
